Yes,
DORA is extremely helpful for English Learners who have been in the country for only a few months or for several years. Basically,
DORA is a multiple-measure assessment and the sub-tests evaluated by it are important in diagnosing how students are progressing in their learning-to-read process.
In addition, we have many school districts that use DORA as one of two measures for EL reclassification. Once students receive an "H" profile on DORA, their reading is tagged as proficient. Prior to that point, DORA provides genuine diagnostic data for teachers to use to guide their instruction. Parents and students also receive reports that help them understand where the student is in his or her process of learning to read.
